The World Bank Government Analytics Fellowship 2027 trains civil servants to use government data, with D.C. travel and hotel covered for ODA-country fellows.

The World Bank Government Analytics Fellowship 2027 is open to public servants who want to use government data to run administrations better. The programme is a joint effort of the World Bank's Development Economics Vice-Presidency and its Governance Global Practice, and the Bank says it will select 30 fellows for this first cohort.

It suits civil servants in finance ministries, statistics offices, public service commissions, revenue agencies and similar bodies who already work with data and have a specific project in mind.

What the fellowship offers

Fellows learn how to measure and improve the way governments work, using administrative data on staff, budgets, procurement and service delivery. According to the World Bank and the programme description:

  • Training from the experts behind the World Bank's Government Analytics Handbook.
  • Support from World Bank and University of Oxford specialists.
  • Dedicated mentoring from a World Bank expert in the field of the fellow's project.
  • Membership of a global network of public servants, data specialists and academics.
  • For in-person fellows from ODA-eligible countries, the World Bank covers travel, hotel and subsistence for the course in Washington, D.C.

Three tracks

  1. Online only: self-paced and virtual, for officials who need to fit the programme around their work.
  2. Immersive in-person: an intensive six-month programme for a small, competitively selected group, including about two weeks in Washington, D.C., expected in March 2027. Fellows on this track must complete the virtual course and submit their project before travelling.
  3. Regional hub: fellowships organised around regional centres, closer to home.

Who can apply

  • Officials working in a central government organisation, including government agencies.
  • A mid-level manager or senior analyst, or equivalent, with the authority and institutional backing to carry out an analytics project.
  • Prior university-level coursework in statistics or related quantitative methods.
  • Proficiency in English.
  • A government analytics project with clear relevance to the applicant's institution and a realistic path to implementation.
  • Nomination by the applicant's organisation. Each organisation can nominate up to two fellows.

Applicants from African ministries and agencies qualify for the travel package on the in-person track, since most African countries are ODA-eligible. Check your country against the OECD list if you are unsure.

Documents you need

All documents must be in English and submitted as PDFs:

  • A CV of up to three pages.
  • A summary of about 150 words describing the government analytics project you would carry out.
  • An endorsement letter from your organisation that nominates you, confirms your position and shows institutional support for your participation and project.

Deadline

The World Bank's fellowship page says applications are open but does not display a closing date. Several opportunity listings report 16 November 2026 as the deadline. Because we could not confirm that date on the official page, we have not entered it as the deadline here. Plan to submit well before mid-November, and email the programme team if you need certainty.

Tips for a strong application

  1. Pick a narrow project. "Use payroll data to find vacant posts that still draw salaries" is easier to judge than "improve public sector efficiency".
  2. Name the data. Say which administrative records you can access, and who controls them.
  3. Show backing. The endorsement letter should mention the project by name, not just your participation.
  4. Keep the CV focused. Highlight quantitative training and any analysis that led to a policy or management decision.

How to apply

Submit your application through the World Bank's online form, linked from the official fellowship page. For questions, the programme team can be reached at governmentanalytics@worldbank.org.
